That being said, making the arrows slow down like this causes them to deal much less damage, so most of the time it's better to just hold Arrow Rain down until it's fully charged. Still, there are some unique situations where a slowed Arrow Rain could be useful. Such as maintaining area control and even aggro for certain enemies.
